Carly advises clients on privacy and data security matters, including compliance with domestic and international data privacy regulations. Her practice focuses on guiding companies through rapid responses to data breaches, as well as their prevention, with a particular focus in health privacy matters.

Carly designs and implements privacy compliance programs for clients subject to U.S. and EU privacy laws, providing gap analyses; data mapping; privacy notices, policies and procedures; data sharing agreements; advising on cookie management solutions and DSAR processes; and conducting DPIAs/privacy risk assessments, She advises on legality of new or changing services, products, or programs under applicable privacy laws including U.S state privacy laws, HIPAA, FTC Act/FTC enforcement, BIPA, and TCPA; as well as the privacy implications of cross-border data transfers under GDPR.

Working with business across such industries as health care, life sciences, and retail, Carly frequently conducts forensic investigations into ransomware attacks, business email hacks, and other cybersecurity incidents. She has particular experience advising clients in the telehealth sector on the privacy and security requirements under the Health Insurance Portability and Accountability Act (HIPAA), the Family Educational Rights and Privacy Act (FERPA), and other federal and state laws.

Carly is a former Assistant District Attorney for the City of Philadelphia's Family Violence Sexual Assault Unit.
